SILVER SPRING, Md. (AP) - Democrat Heather Mizeur has released a plan to reduce crime as part of her primary campaign for governor.
Mizeur said Wednesday she supports universal background checks for all guns. She also wants to require law enforcement to seize all guns at the scenes of domestic violence incidents. Part of Mizeur's plan includes raising the age requirement for the purchase of all guns to 21 years and providing grants for local buy-back programs.
DOVER, Del. (AP) - Police say a Wesley College student has been arrested after bringing a loaded handgun to class in his backpack.
Dover police say two students alerted campus police on Tuesday and officers arrested the student, 19-year-old Vaughn Reese of Slatington, Pa., in the classroom without incident. Officials say the other students reported seeing the gun in Reese's bag the night before.
Police say the .25-caliber Titan handgun had one round in the magazine.

DOVER, Del. (AP) - The state House has approved two bills that are part of a package of gun-control measures proposed by Democratic Gov. Jack Markell in the wake of the Connecticut school shooting last year.
House members voted overwhelmingly Tuesday to approve a bill expanding the ability of authorities to prohibit people with mental health issues from having guns. That bill now goes to the Senate. The legislation establishes a process to keep a person declared by a court to be a danger to himself or others from having access to guns.
WESTMINSTER, Md. (AP) - Carroll County may soon reverse a ban on guns at the county's solid waste facilities in response to a Second Amendment group's objections.
The Carroll County Times reports that the Board of Commissioners decided without a vote Tuesday to remove the county's 1992 prohibition on allowing people to carry firearms at facilities like the Northern Landfill in Westminster. The county attorney will create an amendment to the county code.
WILMINGTON, Del. (AP) - Authorities say a 13-year-old boy brought an unloaded gun to his Wilmington middle school in his backpack.
Wilmington police say students alerted teachers at P.S. duPont Middle School on Thursday morning that the teen showed schoolmates the gun as they walked to school. When staff searched the teen's backpack, police say they found the gun inside.
Police say the student didn't make any threats and he wanted to show off the gun he believed to be a BB gun.
DOVER, Del. (AP) - A state House committee has voted to release a bill that expands criminal background checks for gun purchases in Delaware to cover sales between private sellers and buyers.
The measure cleared the Judiciary Committee on a 7-to-4 vote Wednesday and now heads to the full House.
Wednesday's vote came after the committee resumed a hearing on the measure after running out of time last week with opponents still waiting to speak against the bill. Committee members heard two more hours of public comment Wednesday.
